A documented program
The CIA’s public account describes its investigation of psychic phenomena in the 1970s, followed by work managed by the Defense Intelligence Agency. The broader effort became associated with the name Stargate. Declassified material is available through the CIA Reading Room.
According to the CIA’s retrospective, a 1995 independent review found the results too inconsistent and unreliable for intelligence use. The agency did not resume the program.
The distinction that matters
An authentic government document can prove that a proposal was written, a session was recorded or a project received attention. It cannot automatically validate the phenomenon being investigated. Interest, expenditure and demonstrated performance answer different questions.
When reading an individual session report, look for the conditions of the test, the information available to participants and the way a match was judged. Ask whether unsuccessful sessions are included in the account. A striking anecdote needs that surrounding record to become useful evidence.
Keep the conclusion proportional
This Case File documents the research history; it does not present psychic ability as established fact. The official retrospective is itself a source to read critically, alongside the surviving documents.
The enduring question is methodological: what would a convincing, repeatable result look like, and does the cited material meet that standard? The project’s dramatic name should not decide the answer before the records are opened.
