On the night of November 22, 1987, Chicago television viewers saw something that was not on the schedule.

During WGN’s 9 p.m. newscast, the station’s signal was briefly replaced by video of a person wearing a Max Headroom mask. The intrusion lasted roughly 25 seconds before WGN regained control.

Later that night, it happened again.

The second intrusion lasted longer

During WTTW’s broadcast of Doctor Who, a pirate transmission overpowered the station for about 90 seconds. The masked figure delivered a bizarre, partly garbled performance before the regular program returned.

Contemporary UPI reporting says the Federal Communications Commission joined the hunt for the broadcaster responsible.

This required more than a home VCR

Broadcast signal intrusion in the analog era generally required technical knowledge, suitable transmitting equipment and access to a location from which a stronger signal could overpower the legitimate microwave path.

That narrowed the practical universe of suspects, but it did not produce a public identification.

Why the case still works as a mystery

Unlike an internet hoax that can be copied endlessly, thousands of people saw a real unauthorized signal replace real television broadcasts. News organizations reported it immediately. Regulators investigated.

The unresolved part is not whether the intrusion happened. It is who did it and how they avoided being publicly identified.

The clean version of the case is weird enough without inventing a secret organization behind the mask.

OFFICIAL / PRIMARY-SOURCE POSITION

Contemporary reports say the FCC investigated the illegal signal intrusions. No responsible person was publicly identified in the historical record used for this file.

THE OPEN QUESTIONS

Who had the equipment and technical access to overpower the microwave links? Were the two intrusions staged by the same group? Why has no verifiable insider account emerged?
